Carroll Armstrong, former Baltimore CVA president, passed away Dec. 20. The cause of death was not reported at press time.
Armstrong, who led the Baltimore CVA until 2003, was succeeded by a number of bureau leaders, including Leslie Doggett and Tom Noonan, the current president of the CVA.
